I'm not sure where you get your info. I've been staying at the Wynn for years and they do not have alot of low denom tables and the slots are generally tight. On the other side Encore has slots that pay off.

Blackjack on the Strip is awful. 6-5 blackjack and continuously shuffled blackjack needs to be avoided by everyone. Downtown is a bit better. But be prepared to get kicked out quickly if you are a winning player.
